Transition finance is critical for reaching net zero goals. As a regional sustainable finance hub, Hong Kong can play a leading role in facilitating transition activities in Asia.
The Steering Group strives to support transition planning, disclosure of transition plans by corporates and financial institutions, and transition finance through policy measures, incentives and capacity building.
Transition Finance Operational Reference Guide
The Guide provides a useful toolkit for financial institutions and corporates to operationalise transition finance-related global frameworks and principles, and promotes good practices through a sector-based approach. Developed by an industry working group under the Steering Group’s Transition Finance Workstream, it is intended to serve as a reference and does not seek to define transition activities or set out new requirements for transition planning or transition plan disclosures.

The repository developed by the Hong Kong Green Finance Association serves as a supplementary reference for financial institutions, asset managers, and corporates on the key components of an effective transition plan necessary to access transition finance.

- HKMA’s Circular on planning for the net-zero transition
In August 2023, HKMA issued a circular which sets out high-level principles to assist banks in maintaining safety and soundness in the net-zero transition.
- HKMA's Circular on good practices on transition planning (with Annex)
In December 2024, HKMA issued a circular setting out some good practices for banks to make reference to when conducting transition planning.
- SFC’s Circular on Management and disclosure of climate-related risks by fund managers
The SFC requires fund managers managing collective investment schemes to take climate-related risks into consideration in their investment and risk management processes and make appropriate disclosures under the Fund Manager Code of Conduct (FMCC).
